District Court
The judicial district covers the following regional courts: Kyustendil and Dupnitsa.
The jurisdiction of the court is generally defined as follows:
Criminal Cases
• The District Court has jurisdiction as a first-instance court for cases involving crimes against the Republic, intentional homicides, aggravated robberies, possession and distribution of narcotic substances, and others. For some of the remaining criminal cases, the Regional Court is the first-instance court, while the District Court serves as the second-instance (appellate) court. The District Court also serves as a cassation instance for appeals against decisions of the regional courts in criminal cases of an administrative nature.
Civil Cases
• The District Court acts as a first-instance court for claims involving the establishment or denial of origin, termination of adoption, legal incapacitation, as well as civil and commercial claims with a value exceeding 10,000 BGN. Civil cases under the jurisdiction of the regional courts as first-instance are reviewed by the District Court as a second-instance court.
Administrative Cases
• According to the Final and Transitional Provisions of the Administrative Procedure Code, the District Court hears administrative cases initiated before March 1, 2007.
Commercial and Corporate Cases
• In addition to hearing and resolving disputes between traders with claims exceeding 10,000 BGN, the District Court is also the registration court for non-profit legal entities. It also hears cases under the Commercial Act, including insolvency proceedings.
